The
2009 Thistle National Championship (Regatta) is organized by the Thistle Class
Association (TCA) in conjunction with the Cedar Point Yacht Club (CPYC), host
of the 2009 Thistle National Championships. 1.
Rules: The Regatta will be
governed by the rules as defined by The Racing Rules of Sailing for 2009
– 2012. 2.
Changes
To Racing Rules: 28, 32, 33, 44.1, 60.1(a), 61, 62.1(a), 62.2, 63.1, 63.7, 66,
Appendix A 4 & 5 and Definitions will be changed as follows: Rule 28 – a boat may not cross the finishing
line except when finishing or attempting to finish; Rule 32 – courses will not be shortened; Rule 33 – limits
changing the position of marks; Rules 44.1 – competitor must acknowledge
penalty or retirement; Rule 60.1(a) – limits grounds for protest; Rule 61 – competitor must notify race
committee on the water of intent to protest; Rule 62.1(a) – limits grounds for granting
redress on recall hails; Rule 62.2 – extends time to request redress
for OCS, ZFP or Rule 63.1, A 4 & 5 – boat starting more
than 5 minutes after her starting signal will be scored DNS without a
hearing. No race scores discarded except
races 1-3 in the President’s Division; Rule 63.7 – Sailing Instructions prevail in case of conflict
with the Notice of Race; Rule 66 – limits timeframe for a request to
reopen a hearing; Definitions – Starting Mark includes tethered,
floating, red ball if deployed. These changes will appear in full in the
Sailing Instructions. The Sailing
Instructions may also change other racing rules. 3.
Eligibility: The Regatta is an “open qualification” event
with “no quota” within the meaning of the TCA rules (see By-Laws Article XIII,
Sections 8 & 9), and is open to boats and skippers eligible under the TCA rules
and this Notice of Race. 4.
Entries: 4.1
Eligible
boats and skippers may enter by mailing the official entry form together with a
registration fee of $185 and the TCA fee of $45 postmarked on or before 4.2
Late
entries will be accepted with a $75 late fee if postmarked after 4.3 Mail entries to: Fleet

Registration &
Measurement: Will be held at Cedar Point Yacht Club at the
following times: Measurement will include but may not be
limited to: Mast step height, Mast weight, Mast height, Shim thickness, Mast
"Luff Length", All up weight, Sails, Rudder profile (information only
except for obviously illegal shapes) and Safety equipment - Anchor & chain,
Anchor line length, USCG approved PFD's, "Throwable" life saving
device, Whistle, Paddle or oar and
Bailing device(s). 6.
Insurance: Each participating boat shall be insured with
valid third-party liability insurance adequate for the Regatta. 7.
Race Schedule: Sunday, August 2 Skippers’ Meeting 1230 Tune-up race Warning
1400 Monday, August 3 Race 1 and 2 Warning
1130 Tuesday, August 4 Race 3 Warning
1130 Wednesday, August 5 Championship Race 4 & 5, President Race 1 & 2 Warning
1130 Thursday, August 6 Championship Race 6, President Race 3 Warning 1130 Friday, August 7 Championship

1130 The race committee
may adjust the race schedule to suit the weather conditions. 8.
Racing Area: Races will be sailed in Long Island Sound,
southeast of Cedar Point Yacht Club. A chart
of the racing area will be available at registration. 9.
Courses: Courses will be in accordance with the TCA rules. 10.
Sailing Instructions: The Sailing Instructions will be available
not later than registration on 11.
Scoring: 11.1 The Low
Point Scoring System of Appendix A will apply as modified by TCA rules. A boat’s series score in the Championship
Division will be the total of her race scores without discard. A boat’s series score in the President’s
Division will be the total of her race scores for races 4 through 7 without
discard. 11.2 The divisional assignments will be based on the
scores for races 1 to 3 after protest and redress hearings for those races have
concluded. Once racing has commenced in
the new divisions, any subsequent changes to the scores in the first three
races will be factored into the scoring for the event, but cannot change the
divisional assignments. 12.
Waiver of Liability:
At
registration, each competitor will be required to sign a waiver for loss,
damage, or injury to persons or property incurred in connection with the
Regatta or on the property of Cedar Point Yacht Club that occurs as a result of
the competitor’s actions. Sailing is an
activity that has an inherent risk of damage and injury. Competitors in this
event are participating entirely at their own risk. See rule 4, Decision to
Race. The race organizers (organizing
authority, race committee, protest committee, host club, sponsors, or any other
organization or official) will not be responsible for damage to any boat or
other property or the injury to any competitor, including death, sustained as a
result of participation in this event. By participating in this event, each
competitor agrees to release the race organizers from any and all liability
associated with such competitor’s participation in this event to the fullest
extent permitted by law. 13.
